Neuroscience of Psychiatry

Dr. Gill brings 22 years of experience in diagnosis and treatment of complex emotional problems. As a Neuroscientist he focuses on developmental and social issues and how they contribute or interact with heritable conditions. As a relational psychoanalytic therapist he helps his clients explore how their personal and professional relationships affect their emotional difficulties. 

Ms. Howell has been trained by and has maintained many years of professional relationship with Dr. Gill. They partner and provide psychiatric medication management services.

TEACHING EXPERIENCE

Dr. Gill has very extensive teaching experience. Most of his lectures focused on neuroscience of psychotherapy and integrative nature of psychiatric treatments.

 

During his 2009 - 2013  tenure as the Executive Director of the Washington School of Psychiatry, a 78 year old post graduate training organization established by Harry Stack Sullivan to teach psychotherapy, he taught extensively in a number of seminars.

Between 2006 – 2013 he provided supervision and teaching services to the psychiatric residents of the St. Elizabeths Psychiatry Residency Training Program. Dr. Gill was responsible for training of residents in their inpatient and outpatient rotations in the PGY I and PGY II at Providence Hospital, Washington DC. He was also responsible for their training in outpatient settings and therapy during his tenure at the Washington School of Psychiatry.

In the period between 2005 - 2013   he served as core faculty with the Washington Psychoanalytic Institute where he taught in psychoanalytic therapy courses and structured and taught (in partnership with Cornelia Lischweski, PhD) a 2 year Neuroscience and Psychotherapy Training Program.

LEADERSHIP EXPERIENCE

Dr. Gill's leadership experience started at the Department of Human Services, Division of Medical Services. He was the Medicaid Managed Care Program Manager 1996-1997 and was then promoted to the position of the Chief Medical Officer 1998-1999. His profession experiences included:

  • Contract development and management of five contracted Medicaid Managed Care HMOs.

  • Chair several State committees for quality improvement in Medicaid Managed Care program.

  • Contract development and administration for quality of care research projects for Medicaid Managed Care Program.

  • Contract with Milliman and Robertson for the development of risk adjusted payment system for persons with special health care needs when enrolled in Medicaid Managed Care.

  • Grant reviewer for Center for Health Care Strategies (Robert Wood Johnson Foundation)

  • Core Faculty member for Medicaid Managed Care Program-Breakthrough Series Project: Improving Care of Pediatric Patients with Asthma in Medicaid Managed Care for Center for Health Care Strategies (Robert Wood Johnson Foundation)

  • Chair of the Performance Measurement Committee of the Stakeholders Group; Safeguards for Persons with Special Needs. Center for Health Care Strategies (Robert Wood Johnson Foundation)

  • Member of the advisory group to National Academy for State Health Policy for HCFA report to congress regarding protections for special health care needs children in Medicaid managed care

  • Member of the HCFA Expert Panel for development of External Quality Review Protocol for Medicaid Managed Care

  • Member of the Stakeholders Group; Safeguards for Persons with Special Needs for Center for Health Care Strategies (Robert Wood Johnson Foundation) for HCFA. Chaired subgroup tasked with the development of performance measures for managed care programs enrolling beneficiaries with special health care needs.

  • Member of the Users Group on Applicability of HEDIS for Child Health Insurance Programs. Agency for Health Care Policy and Research and Health Care Financing Administration.

  • Member of the Maternal and Child Health Technical Advisory Group (TAG) Subcommittee tasked with the development of recommendations regarding quality assurance to State’s implementing Child Health Insurance Programs

  • Member of the Agency for Health Care and Policy Research (AHCPR) steering committee.

  • Member of the HCFA Quality Technical Advisory Group (TAG) assisting in the development of the Quality Improvement System for Managed Care (QISMC). Representative of HCFA Region VII.

  • Member of the Quality Improvement and Membership Tracking groups in Managed Care team for Health Care Financing Administration, Region VII.

Between 2008 and 2019 Dr. Gill founded and was the President of the AXIS Healthcare Group, Washington DC. It was a group of 14 psychiatrists, number of Psychiatric Nurse Practitioners and 3 Psychiatric Physician Assistants 2 psychologists and 5 social workers partnering to deliver psychodynamically informed mental health care to patients at different levels of care. Programs included managing behavioral health programs in their totality in seven hospitals in DC Metro area:

  • Suburban Hospital, Johns Hopkins Medicine

  • Holy Cross Germantown, Trinity

  • Holy Cross Silver Spring, Trinity

  • Medstar Southern Maryland Hospital Center

  • Medstar St. Mary’s Hospital

  • Calvert Memorial Hospital

  • United Medical Center (located in Washington DC)

 

In 2015 AXIS Healthcare went through acquisition by Mindoula Health. Dr. Gill had an opportunity to expand his experience in the role of the  EVP System of Care Mindoula Health. In this position he was responsible for clinical integration and program development for population management services. Programs operated:

  • Community based program in partnership with Amerihealth, LA in Shreeveport, LA

  • Interpersonal Violence Reduction Program in partnership with Anthem in Las Vegas NV

  • Collaborative Care Program in multiple states

Finally, Dr. Gill had an opportunity between 2009-2013 to serve as the Executive Director of the Washington School of Psychiatry. Washington School of Psychiatry is a 78 year old (sadly closed it's doors in 2023) post graduate training organization established by Harry Stack Sullivan to teach psychotherapy. In his role as Executive Director Dr. Gill was responsible for executing the Mission of the School, reporting to the Board of the non-profit organization, manage a child and adult outpatient treatment center as well as 12 different training programs. 

SUPERVISION EXPERIENCE

Dr. Gill provides individual supervision to psychiatric providers both as a clinical supervisor as well as career mentor. 

From 2019 - 2024 he served the role of the Medical Director, J Snyder Therapeutic Services and has provided clinical leadership and clinical support to a rapidly growing private mental health group. He helped onboard and supervise 5 RNPs in a high volume practice. 

Early in his career from 2003 onwards Dr. Gill participated in training and supervision of the St. Elizabeths Psychiatry Residency Training Program.

At Providence Hospital, he was responsible for training residents in their inpatient and outpatient rotations in the PGY I and PGY II while, at the Washington School of Psychiatry he was responsible for clinical experience and supervision of PGY III and PGY IV residents.

While serving as Medical Director of Providence Hospital Behavioral Health Services, Washington DC, he was also a Clinical Faculty at Georgetown University. He provided group supervision to Family Practice Residency Program residents. Focused on working in multidisciplinary teams as well as ethics of patient provider relationships.

Waritta Howell PA-C

Waritta Howell is a certified physician assistant with active licenses in the states of Alabama, California and Maryland. She is a native of Bangkok, Thailand, but raised in Alabama where she completed both her undergraduate and graduate physician assistant studies at the University of South Alabama. In 2015, PA Howell relocated with her husband to Maryland to pursue a career in psychiatry and a professional partnership with Dr. Gill, her mentor and friend. She has extensive experience in the outpatient clinic and inpatient psychiatric care settings.
